The Minnesota Department of Health and Human Services recently ordered a two-year ban on new licenses for group homes, which are designed to help people with disabilities live in their communities.
The ban on new applications for group homes and requests by providers to add any new services is set to take effect in January 2026. The moratorium leaves people seeking access to group homes in limbo as they seek access to the housing and disability rights they deserve.
The latest estimates show over a million people with disabilities across the country live in group homes. Without the group homes, people may go without a supportive, safe, and structured living environment. Group homes give people the opportunity to foster independence and partake in the benefits of living in a community.
